Mine a new benchmark
Pick a parent spec (under a promoted or genesis principle), build the dataset + thresholds (ε per tier), submit for S1-S4 + d_ibench ≥ τ in-range check. Stake ≥ $1 (min 1 PWM floor). Reserve grant on acceptance + 15% upstream royalty forever.
